ROLES AND FUNCTIONS
- Ensuring the provision of health services at the Level 4 & 5 tiers, including curative, palliative, and rehabilitation services, as well as physical access to healthcare and the provision of necessary pharmaceutical and non-pharmaceutical supplies.
- Organizing medical camps and outreaches to improve access to specialized services within the community.
- Coordinating and managing emergency services and referral systems.
- Promoting investment in health research to foster technology and innovation in healthcare delivery.
- Implementing policies, laws, and measures to protect, promote, and improve the health and wellbeing of individuals.
- Ensuring the realization of health-related rights for vulnerable groups, including women, the elderly, persons with disabilities, children, and youth.
Public Heath
ROLES AND FUNCTIONS
- Ensuring the provision of a comprehensive health service package at levels 1, 2, and 3 of the healthcare system, including promotive, preventive services, and physical access to healthcare. This includes primary healthcare, community health services, and the provision of adequate pharmaceutical and non-pharmaceutical supplies to patients.
- Management of preventable and communicable with a view to promoting the health of Machakos County residents.
- Conducting outreaches to educate the community on health matters and ensure access to health services by the community.
- Carrying out inspection of health facilities, pharmacies, clinics and nursing homes.
- Carrying out inspection and licensing of mortuaries and funeral homes, eateries and food handlers.
- Implementing policies, laws and other measures necessary to protect, promote, improve and maintain the health and well-being of every person.
- Ensuring realization of the health-related rights and interest of vulnerable groups within the society, including women, older members of society, and persons with disabilities, children and youth.
Health Facilities and Infrastructure Development
ROLES AND FUNCTIONS
- Initiating and coordinating development of all physical infrastructure in the department. This includes ensuring best practices and compliance in initiation, contracting, implementation, monitoring, evaluation, closure and launch of all infrastructural projects in the departments.
- Ensuring measures are put in place to secure physical structures, equipment and all departmental assets.
- Ensuring health facilities have ownership of land and where land is not adequate as per law, the unit acquires adequate land for the health facility.
- Ensuring that the facilities have power backup to support emergency care, where applicable use of solar as an alternative with a view of transitioning to cheap and reliable clean energy sources.
- Ensuring that health facilities have adequate furniture for both staff and patients.
- Ensuring the design and construction of all health facilities adhere to the approved MOH standards and norms for health infrastructure, as well as the National Health Infrastructure Policy guidelines.
- Ensuring that health facilities and all related infrastructure are always in good condition to guarantee efficient service delivery.
- Ensuring security of all health facilities is up to the required standards to ensure safety of patients, staff and property.
- Ensuring that health facilities have adequate and reliable water system infrastructure.
- Ensuring that all health facilities have the requisite medical equipment, firefighting equipment, and related plant and machinery by initiating and coordinating their acquisition, installation, training, use, maintenance, and disposal.
- Developing, regularly updating, and maintaining the departmental assets register, with the goal of implementing a digital register for the department in the near future
- Developing, implementing and ensuring compliance to fuel policy for utility vehicles within the department.
- Promoting accelerated adoption of ICT in the department and across all facilities service points, including digitization of processes, in a bid to enhance efficiency in service delivery.
