ROLES AND FUNCTIONS
- Developing and implementing financial and economic policies in the County.
- To ensure prudent financial management including financial reporting as per Section 163 of the Public Finance Management Act (2012) and enforcement of the fiscal responsibility principles espoused by section 107 of the PFM Act.
- Management of County assets as per section 153 of the PFMA 2012, and Part XII of the County Public Finance regulations (2015)
- Ensuring optimal use of public resources by enforcing procurement rules as per the public procurement and Disposal Act and meeting section 121 of the public Finance Management Act. Section 33 of the Public Procurement and Disposal Act identifies the County Treasury as the organ responsible for the implementation of public procurement and asset disposal Act.
- Ensuring compliance with accounting standards prescribed by the Accounting Standards Board from time to time
- Ensuring proper accounts and other records in respect of the County government and its entities to promote efficient and effective use of the county’s budgetary resources
- Providing the national Treasury with information it may require to perform its functions under the constitution.
- Issuing circulars with respect to financial matters relating to the county government entities.
- Advising the County government entities, the county executive committee and the County Assembly.
- Strengthening financial and fiscal relations between the national government and county governments in performing their functions.
- Ensuring equitable regional development of the county through implementation of ward development programs as guided by the Ward Development Fund Act.

ROLES AND FUNCTIONS
a. Public Transport and Safety Directorate
The roles and functions of the Directorate are:
- Establishment of County Transport and Safety Board (CTSB).
- Ensuring seamless Public Transport in Machakos County.
- Sensitizing motorists and members of the public on the importance of discipline on the roads.
- Issuance of clearance certificates to Public Service Vehicles (PSVs) within county roads.
- Collaborate with National Transport & Safety Authority and County Traffic Commander in conducting random motor vehicle inspection within the Public Service Vehicle yards and on the roads.
- Conducting research and audits on county roads safety.
- Undertaking fumigation or any other remedial measures where necessary to ensure that public service vehicles are safe for transport services.
- Establishing and maintaining a gender desk at the department where sexually harassed persons are able to report their cases and legal action can be taken against perpetrators.
- Regulating the conduct of users on the roads and light rail if any.
- Facilitating the management, planning and development of County Transport facilities and transport infrastructure.
- Responsible for general management of all Bus parks within Machakos County.
- Allocate Picking and Dropping zones to vehicles operators in the County Bus Parks.
- Responsible for traffic management within the towns.
- Enforce law and order on the roads and within all Bus parks.
- In charge of all Bus parks and related infrastructure in the respective areas.
- Advise on matters affecting public road transport system within the county and issuance of permits to ply.
- Advise the county government on county roads and rail transport policies with regard to public transport, safety and management.
- Prepare and submit to the County Executive Committee Member reports on the matters arising.
- Advise the County Executive Committee Member on issuance of clearance certificates to Public Service Vehicles within the county roads.
- Registration of all taxis (Maruti, Tuktuk and Motorbikes) being operated in the County and keeping an updated database of the same.
