Hon. Ruth Mutua is a Pediatrics specialized Chief Registered Clinical Officer who holds a Doctorate in Public Health from JKUAT, Masters in Community Health and Development from GLUK and Advanced Diploma in Public Health from Kenyatta University. She is an accomplished leader who has vast knowledge and experience in both Community Development and Primary Health Care approach that embraces five types of care: Curative, Preventive, Promotive, Rehabilitative and Palliative.

She is currently the County Executive Committee Member in charge for Department of Education, Skills Training and Social Welfare. She has also served at the same capacity in various county Departments namely Education, Youth and Social welfare; Lands and Urban development; Agriculture and Water; Health and Emergency; Tourism, Sports, Culture and Youth.

Prior to her appointment as County Executive Committee Member, she had served at the National government in the Ministry of Public Health and Sanitation for over 25yrs, initially as a Clinical Officer in charge of various health centers and later as a Program Officer in charge of National Community Health Capacity Building and Research unit at Afia house.

Hon. Ruth is optimistic about working with all stakeholders to improve on Education mainly Early Childhood Education, Technical Skills and Social Services among the vulnerable in the County.
