Finance
ROLES AND FUNCTIONS
- Developing and implementing financial and economic policies in the County.
- To ensure prudent financial management including financial reporting as per Section 163 of the Public Finance Management Act (2012) and enforcement of the fiscal responsibility principles espoused by section 107 of the PFM Act.
- Management of County assets as per section 153 of the PFMA 2012, and Part XII of the County Public Finance regulations (2015)
- Ensuring optimal use of public resources by enforcing procurement rules as per the public procurement and Disposal Act and meeting section 121 of the public Finance Management Act. Section 33 of the Public Procurement and Disposal Act identifies the County Treasury as the organ responsible for the implementation of public procurement and asset disposal Act.
- Ensuring compliance with accounting standards prescribed by the Accounting Standards Board from time to time
- Ensuring proper accounts and other records in respect of the County government and its entities to promote efficient and effective use of the county’s budgetary resources
- Providing the national Treasury with information it may require to perform its functions under the constitution.
- Issuing circulars with respect to financial matters relating to the county government entities.
- Advising the County government entities, the county executive committee and the County Assembly.
- Strengthening financial and fiscal relations between the national government and county governments in performing their functions.
- Ensuring equitable regional development of the county through implementation of ward development programs as guided by the Ward Development Fund Act.
Economic Planning
ROLES AND FUNCTIONS
a. Budget Formulation and Coordination
- Coordinating the development of sectoral budget estimates
- Preparation of County Annual Budgets estimates and requisite supplementary estimates
- Coordinating the formulation of County Budget Review and Outlook Paper
- Formulation of County Fiscal Strategy Paper
- Preparation of Budget Implementation Review Reports
b. Economic Planning
- Preparation of County Integrated Development Planning and Annual Development Plans
- Coordinating the review of Annual, Mid Term and End Term review of the CIDP and ADP
- Coordinating the preparation of County Sector Plans
- Coordinating public participation in the process of policy development
- Undertaking economic forecasting on various sectoral aspects
- Provision of technical support in project identification and appraisal
- Development of project/ program funding proposals
- Organising capacity building and training of staff in Policy formulation
c. County Statistics
- Collection and analysis of County Statistics
- Preparation of County Statistical Abstract
- Custodian of County Statistics
d. County Monitoring and Evaluation
- Coordinating Monitoring and Evaluation in the County
- Formulation of county Monitoring and Evaluation plan and implementation framework
- Coordinating preparation of County Quarterly and Annual Progress reports
- Ensuring institutionalization of M&E culture in the Departments
- Capacity building/training of county on M&E
Revenue Management
ROLES AND FUNCTIONS
- Own Source Revenue (OSR) collection
- Automation of revenue collection systems and continuous improvements
- Coordination of revenue enforcement and compliance with County revenue laws and regulations
- Preparation of the County Finance Bill and coordination for enactment
- Development of revenue administration legislation
ICT and Infrastructure
ROLES AND FUNCTIONS
- Administration of official County email
- Software development/acquisition
- Design, deployment and maintenance of CCTV surveillance systems
- Design, deployment and maintenance of network infrastructure (LAN/WAN, Telephony)
- Hardware acquisition and maintenance
- Design and maintenance of the County Website
- Offering end user support to County staff on ICT matters
- Safeguarding information on various Information Systems in use within the County
- Business Continuity (Backup, Disaster Recovery)
- End User Training and ICT skills capacity development
- Collaboration between the County and other stakeholders on matters ICT
- Encouraging innovation in technology development, use of technology, systems, and general workflows within the County;
- Promoting efficient communication among County staff and stakeholders
- Offering professional opinion to all other departments on ICT related matters
